Cook rice according to packet instructions.
Mix oyster sauce and soy sauce together in a bowl.
Heat oil in a wok over high heat. Stir-fry beef in batches for 2 minutes until just browned. Set aside.
In the same wok, stir-fry garlic for 30 seconds, then add vegetables. Cook for 4–5 minutes until just tender.
Return beef, add sauce, and toss everything together for 1 minute. Serve over rice.
